DIR PRESENTATION AND AGENDA FOR FRIDAY, NOVEMBER 8, 2019

State agency, local government and education information resources are strategic assets that must be managed appropriately, starting with planning and procurement. DIR negotiates master contracts that cover a wide variety of information technology products and services.  These leverage the bulk buying power of the State of Texas, providing aggressive discounts without the need for a lengthy procurement process. All DIR contracts are competitively bid and comply with state purchasing requirements. 
DIR serves a wide spectrum of customers including Texas state agencies, county or local government offices, hospitals, and public and private education entities of all sizes. State agencies are required to use contracts established by DIR.

CLASS DESCRIPTION:

Course Objectives:

At the conclusion of the Contract Price & Cost Analysis session, participants will be able to:

 Identify the differences between cost and price and techniques used to analyze each;

 Determine the evaluation method of price prior to specification development to enhance price analysis of offers; and,

 Apply objectives to case studies to determine best value analysis in a competitive situation.

At the conclusion of the Contact Negotiation Strategies session, participants will be able to

 Comprehend negotiation terms and best practices and know how and when to apply them;

 Assess priorities and risks within a potential contract and establish target points; and,

 Apply techniques learned in a group mock negotiation exercise

Workshop Description:

The workshop will explain and facilitate understanding of the public purchasing process. It focuses on small dollar (informal) purchase procedures, writing competitive specifications, using minority businesses and procurement card best practices. The workshop contains lecture and discussion - as well as small group exercises and case studies.

Who Should Attend:

 Purchasers or buyers that make purchases under the competitive bid limit or through the informal bid process.

 Anyone who wants a better understanding of the public procurement process; e.g. department managers, administrative staff, user departments, HUB coordinators and credit card users.
